Yes. The native apps are designed to keep core planning available offline and queue changes for sync when a connection returns.
Your journal is encrypted with a key derived from your passphrase on your device. Taskss does not receive or store the passphrase and cannot recover it for you.
The web app and the iPhone and iPad app are available now. Android is currently distributed through closed testing while we complete Google Play's production-access process.
